There’s no sun on the horizon as plans to turn a holiday cabin site near Haslemere into a permanent residential caravan site face a storm of opposition from residents.

The application, for land north east of Rats Castle on Linchmere Road, seeks permission to change the use of a site approved in 2023 for five eco-friendly holiday cabins into a residential caravan site for five static caravans. Although planning permission was granted three years ago, the cabins have not been built.

In his objection, Gareth Screech said he had understood permission was for holiday cabins rather than caravans, adding that permanent residential use would have a “greater negative environmental impact” on the community. He also raised concerns over the proposed access, describing it as “dangerous and blind to oncoming traffic”.

Duncan Washbrook said the proposal would “fundamentally alter the character of the site”, with permanent occupation potentially resulting in increased vehicle movements, lighting and other features associated with residential use.

Nick Mallinson questioned whether there was sufficient evidence to justify replacing the approved holiday accommodation, arguing the tourism use had never been given the opportunity to operate commercially.

While residents have raised concerns about the loss of tourism accommodation and the impact of permanent residential use, the applicant argues the proposal would provide much-needed housing in an area facing significant demand.

In a planning statement submitted with the application, the applicant describes the proposal as providing “affordable and adaptable housing”, helping meet local housing demand and contributing towards Chichester District Council’s housing supply.

The statement argues there would be no significant physical changes to the site, the loss of five holiday units would not materially affect the local tourism economy, and the location is sustainable due to its proximity to amenities in Haslemere.

A Chichester District Council spokesperson said the application is due to be determined on or before September 7.
